Fan Zhong drowned Fan Zhongyan (989–1052), courtesy name Xiwen and Tan Wenzheng, was a native of Wu County, Jiangsu (present-day Suzhou). In the eighth year (1015) of the Great Zhongxiang Fu of the Northern Song Dynasty, he entered the rank of sergeant, and served as a counselor in political affairs (deputy prime minister). Together with Fu Yi, Han Qi and others, he led the "Qingli New Policy" and put forward ten reform proposals, including "Ming Dethroned, Suppressing Luck, Paying Tribute to Fine Goods, and Reducing Conscription".
